City Development

The City Development department offices include:
Office of Building
The Office of Building  oversees and inspects the construction and development of all structures in the city to insure a safe living environment for all community members.  Building enforces all codes, laws and ordinances relating to building, electric, plumbing and mechanical installations. This office supports the Board of Code Appeals

Office of Engineering
The Office of Engineering designs, implements, supervises and inspects all public improvements constructed by or for the City. Engineers provide information on the availability, size, and location of all City utilities. They also provide information regarding water and sanitary sewer connections and support the design and installation of traffic signs and signals. This office also administers the Soil Erosion and Sedimentation Control and the National Pollutant Discharge Elimination System (NPDES) programs.

Office of Facilities Maintenance
The Office of Facilities Maintenance insures that all city facilities are maintained in a safe, clean, and economical manner. 

Office of Neighborhood Services/Code Enforcement (SHINE)

The Office of Neighborhood Services is responsible for code enforcement and economic development programs related to energy efficiency and technology, the Blue Economy (promotion of water resources) and Science, Technology, Engineering, and Mathematics (STEM) workforce development programs. 

The Community Development Block Grant (CDBG), Schoenherr Towers 
low-income senior housing and the Section 8 Housing Choice Voucher (low-income family housing) programs are also administered thru Neighborhood Services. 

This office supports the Citizens Advisory Committee, Housing Commission and Ordinance Board of Appeals (OBA).  


Office of Planning
The Office of Planning enforces the zoning and other general ordinances of the City, providing administrative and technical assistance to both the Planning Commission and Board of Zoning Appeals.
