Fair Contracting Opportunities

What is Section 3?

Section 3 is a legislative directive from the federal Department of Housing and Urban Development (HUD) that outlines requirements for awarding contract work to firms owned by or employing moderate-income people. While the City of Sterling Heights does not grant preferential treatment to firms in the award of contracts, Section 3 is used to help make those contracts more accessible and attainable for low to moderate-income people and firms who wish to bid on them.

This page contains policy guidelines and other relevant information on our community's compliance with Section 3 requirements. For more information, visit the Section 3 website sponsored by HUD.

Section 3 Self-Certification

To determine Section 3 eligibility and to self-certify yourself or your business, please visit HUD's Section 3 Business Registry website. Joining this registry will place you on a database of eligible contractors, used by Warren and other Metro-Detroit communities to search for Section 3-eligible firms for government contracts.

Contracting Opportunities

To take advantage of available contracting opportunities with the City of Sterling Heights, all vendors (including Section 3 vendors) must register at the Michigan Intergovernmental Trade Network (MITN). On MITN, firms can browse current contracting opportunities within the City of Sterling Heights. Registration is free of charge.

Government Contracting Assistance Resources

If your firm is new to the government contracting process, contact the Macomb Regional Procurement Technical Assistance Center (PTAC) for information and assistance related to bidding on government work.
